Can't open property builder

I'm having a very strange issue.  When I click "open property builder" I am presented with an error message.  It says...

Could not load file or assembly 'Telerik.WinControls.Themes.HighContrastBlack, Version ...' or one of its dependencies.  The system cannot find the file specified.

What's most interesting is that I am not using or referencing this theme anywhere in my project.

Hi Chris,

This theme is required by the designer. If the suite is installed on your machine it will be taken from the GAC. If it is not please add a reference to it. You will need a reference to the Telerik.WinControls.UI.Design assembly as well.

If I don't have the suite installed on my machine how do I reference it?

You can download all assemblies from your account. Could you please share what prevents you from installing the suite?
