When I use the new ShowInsertRow property on the radgridview, it is adding 2 blank rows. I am bound to a DomainDataSource. See the before and after screenshots attached.

Hello brandon,
If you use ObservableCollecion<T> as data source you actually do not need this Insert row. With this kind of data source there is one reasonable usage of "ShowInsertRow" feature - when RadGridView is filtered.
Ok but - how are you supposed to add items to the RadGridView without it? A separate button? The behavior is pretty odd and your response doesn't really address why it's happening.
