Hi Robert,
You should use the latest Q2 SP1 2011 release as we introduced the Metro theme in it. Just tested the provided Visual Studio examples and both the Silverlight and WPF viewers worked correctly with the Metro theme.
Note that you should also use the assemblies from the latest RadControls for Silverlight/WPF version.

That helped however now the "border" around the report viewer is chrome looking. It doesn't seem to use the defined metro colors but the inside areas do. See the attached image. I have yellow, dark goldenrod and black as the metro colors.

We could not reproduce such problem on our end. Find attached a screenshot with the metro theme from the Visual Studio examples we ship with the product. If you have modified the viewer template, please make sure you have not assigned any styles that would globally affect the report viewer.

Your image still has the chrome border around it. I've marked it with a red circle. I would like that to be part of the metro theme and in my case either flat black or yellow.

Unfortunately I should confirm that there is problem with our metro theme for the report viewer in SL. This problem will be fixed with our next major release which is scheduled to go online later this week.
