Hi Stephen,
Unfortunately we don't have offline installer for AppBuilder windows client yet so my suggestion is to adjust your proxy setting in a way that it won't block the installer. As this is a known issue related to MS ClickOnce installers we dug further and found this workaround that might worth trying.
This article seems helpful as well using Fiddler to bypass the issue so take a look at it.
