I know that this can be accomplished in Entity Framework using Service Actions, but I can't figure out an equivalent in OA.

I ended up porting over the Action Provider implementation to handle OpenAccess contexts. If anyone is interested, I can share the solution.

We are glad that you have resolved the issue.
Indeed implementation of IDataServiceActionProvider is not provided in the Telerik Data Access services and you would need to create custom implementation for it.
