Let me first start by saying my graphics skills are deplorable.  However, I can confidently work in css and come up with a new skin if a customer asks for it, with the exception of the glassy elements in the sprite files which make or break a good skin.

What I have no idea how to do is create the sprite file, or replace one item with the other.  Is there a tutorial, or tool that makes this process easier?  I tried the paint bucket in gimp and it was pathetic, and also rendered in a color other than what I had hoped.

We will also consider adding a separate help article which explains the structure of the Telerik skins sprites and how to create new sprites for your skins based on the available ones.
