Hi Simeon,
The original tool to create shape files is ArcGIS. There are several other tools available which you can find in the Internet. As I know few our clients use MapWindows GIS to create shape files with success. You just need to save files using projection which is supported currently by RadMap (spherical Mercator with location set as latitude/longitude in degrees).

Great tools. Great innovation. Fantastic support ... even for a completely silly question.
I was hoping one of the "gurus" here throwing around key-words would have taken the load from you for at least this simple one but ... hey ... got it from the source :)
