I'm not sure if this is a bug as I didn't have time to properly investigate.  I used the upgrade wizard to download the latest version (q1 2010).  It found the new version, downloaded, and extracted.  The problem was Q1 2010 wasn't listed as one of the version choices to upgrade to.  If you don't want to download it again, the files are downloaded and extracted to %appdata%\Telerik\Updates.  I just hit browse in the select version screen.  The upgrade wizard has always worked better for me (seems to manage the vs toolbox better) so I was glad to get this working.  Hope this helps others.

Hi Charles,

Yes, you're right, the Upgrade Wizard in the pre-Q1 2010 Visual Studio Extensions does not list the downloaded NET2.0 assemblies. You will notice that if the project targets .NET Framework 3.5, the list will be populated with the newly downloaded version though.
Let me add some more details:
This comes because in Q1 2010 we introduced a new directory structure for the assembly distribution, where the .NET 2.0 specific assemblies are now located in the BIN20 folder. The previous VSExtensions versions do not "know" of this change, hence they don't list that folder.
