Hello Murilo,
When you set the Culture and UI Culture of your page, the .ToString() that is working in the current thread culture will format the values correctly even in the configuration panel. Give it a try and let us know if you need further assistance.

another question:
Is there any way to format values in pivotgrid?
I do not have fields, they are generated by the configuration panel.

Hello Murilo,
You can set the Culture in the Page tag, to be sure that all numeric to string conversions are based on the correct culture.
See this MSDN article for more information: http://msdn.microsoft.com/en-us/library/system.web.ui.page.initializeculture%28v=vs.110%29.aspx
The configuration panel itself does does not have integrated functionality to apply custom format of the values. And they are not accessible before render.
