Yes, you can customize the All string through the allPages string available in the telerik.kendoui.professional.2016.3.914.commercial.zip\js\messages\kendo.messages.<language>.js file: http://screencast.com/t/taj6F0OrJ.
Another option is to localize the pager through the messages option: http://dojo.telerik.com/@RumenJ/upuwE/2. You can find more information here.
