I read http://docs.telerik.com/reporting/table-of-contents, but still have trouble implementing TOC in a sub-report.
I have a report with multiple sub-reports, one of which is the TOC. I have set the TocText of each of these sub-reports, however none of them showed up in the TOC subreport.
I just want an TOC that show all the subreports, so the user can click on the name and direct to the associated sub reports.

Please check How to: Add a Report Item to Table of Contents and the attached demo project.
The report is bound a to list of string, that contains the assembly qualified names of sub reports. In the report's Detail section there is a SubReport item, which ReportSource is configured to display the corresponding sub report. The SubReport item's TocText is set via expression.
The project uses Telerik Reporting R3 2016 SP1 v10.2.16.1025 that can be changed by running the Upgrade Wizard.
Please compare the settings to yours, and if you need further help open a support ticket and send us a demo project that reproduces the problem.

I know how to do that already. My question is my TOC is in a subreport on its own, the report item that it should display isnt inside it, but on the parent's.
i.e. My main report contains multiple subreports, one of which is this TOC subreport. And in the TOC subreport I want it to display all the subreports that is in the main report. Does that make sense?
The TOC feature is a section that can be added to a report. The section will display information about the current report's items which TocText properties are set.
In a consecutive official release, the TOC will be available for a ReportBook and all of its reports. Then you will be able to gather reports as separate reports in a ReportBook, instead of using SubReport items.
