I keep seeing statements like "The Q2 version of the control will be based on the GridView and it will inherit all its data features. It is best not to base production code on the control because of the expected changes.". When will Q2 be released?

Q2 Beta will be released before the end of this week and the official Q2 2010 will early July.

If I am just starting a UI now and want to use the TreeListView eventually should I use the GridView as a placeholder to start development?

Yes, this will be the best approach. You'll be able to convert to the TreeListView later by just changing few lines in xaml.
