I have a telerik report, it looks fine on screen but when I go to print it the margins default to 25mm, very helpful NOT.
It also does the does the same when I export the report as a PDF, it ignores the margins.
The report has the following margins

We have tested printing and exporting the report to PDF with R2 2016 version and this behavior is not reproducible on our end. Margins are kept in both printed and exported documents.
Thus, please double-check PageSettings options of the report.
In case, you use this report as a SubReport item its PageSettings will be ignored and the settings of report will be applied instead.
To provide you further suggestions please attach a problematic report in a support ticket. This way we can check the settings and advice you further.
