Mouse Over Effect on the docked panel

By default when you pin a panel and mouse over it, that panel becomes visible, but not in a docked state. Can we remove the default behaviour, in sense that the nothing should happen when the user mouse hovers it and when the user clicks, the panel should both be visible and docked as per the orientation.
