Hi Ehsan,
Reports are processed and rendered in the selected format on the server. To have RTL rendering the report must be processed in a thread with the corresponding culture - Report Globalization.
The culture must be set before creating an instance of the report.
In addition, please check the font requirements for PDF in order to get the content rendered correctly in case Unicode symbols are visualized - Font Requirements.
If you need further help, please elaborate on the report's settings, how the report is previewed and how(when) the thread's culture is set.

Actually,
I set culture to fa (persian).
and there is no issue on HTML5 Report viewer,
but in printing or pdf exporting, all rtl text will return to ltr direction, as attached files!
