    Hi Mostafa,

    Here is how to achieve the desired result:
    <head runat="server"
        <title>Untitled Page</title>
        <style type="text/css"
            .RTL .input
            {
                left:0;
                right:0;
                top:-9999px;
            }

            .RTL .radfdCheckboxChecked,
            .RTL .radfdCheckboxUnchecked,
            .RTL .radfdRadioUnchecked,
            .RTL .radfdRadioChecked
            {
                padding-left:0;
                padding-right:20px;
            }

            .radfd_Default .RTL .radfdCheckboxUnchecked,
            .radfd_Default .RTL .radfdCheckboxUnchecked.radfdInputDisabled:hover
            {
                background-position:100% 0;
            }

            .radfd_Default .RTL .radfdInputDisabled.radfdCheckboxUnchecked:hover
            {
                background-position:100% 0;
            }

            .radfd_Default .RTL .radfdCheckboxUnchecked:hover
            {
                background-position:100% -200px !important;
            }

            .radfd_Default .RTL .radfdCheckboxChecked,
            .radfd_Default .RTL .radfdInputDisabled.radfdCheckboxChecked:hover
            {
                background-position:100% -420px !important;
            }

            .radfd_Default .RTL .radfdCheckboxChecked:hover
            {
                background-position:100% -640px;
            }

        </style>
    </head>
    <body dir="rtl" class="RTL"
        <form id="form1" runat="server"
            <asp:ScriptManager ID="ScriptManager1" runat="server" />
            <telerik:RadFormDecorator ID="FormDecorator1" runat="server" />
            <asp:CheckBox ID="CheckBox1" runat="server" Text="Check" />
