I'm trying to use the "ExportToHTML" object but it won't let me. I already implemented the two necessary libraries but it still won't let me use the object.

The mentioned namespaces are located in the TelerikData DLL. Can you double-check if this DLL is referenced to the project? If yes, you can also check if all required by the RadGridView assemblies are also referenced. Check the image below:
