in first place only can enter numbers between 10 to 45
in second place only can enter numbers between 1025 to 7850
in third place only can 3000 to 8000

This cannot be achieved "out of the box with the" MaskedInput controls. However, you can examine this SL Demo and how the IP Address RadMaskedTextInput is configured via the ValueChanging event handler. Is this suitable for you.
