Basically, you can read the layouts stored in the database and based on some custom logic "translate" them into report definitions built with reporting items. Our suggestion is to create a sample layout with your custom UI and determine which reporting items will be required to recreate the same layout using the report designer
. Then check the code generated in the report's Designer.cs(vb)
file and reuse it to create the report dynamically. More details on how to do this can be found in the Programmatic Control of Reports
Note that you can allow end-users to create the layout of their reports by themselves using the Standalone Designer
