Hello Alexey,
Please find attached a sample project that shows how to cancel drop before and drop after particular RadTreeView`s element.
(In the given example you prevent dragging before/after node A).
I hope that this answers your question.
Best wishes,

After Q2 release this solution no longer works. After dropping item to forbidden position it disappears!

Hello Alexey,
We changed the DragDrop in the TreeView to support cross-control dragging. We did not mean to introduce the breaking change. It is a bug and it will be fixed for tomorrow's internal build and the SP.
I am sorry for the inconvenience.
Kind regards,
Miroslav

Hello Alexey,
I am just writing to follow up on this issue. The problem should have been resolved with the 2009.7.20 internal build.

Hi Miroslav,
I've updated to ...24 internal build. But still have the same bug. I'm using Silverlight 3 build.

Hi Alexey,
I am sorry for the delayed reply.
I tried running the example from this thread with the 7.20 and 2.24 builds and the items did not disappear on drop. Quite possibly I am missing something?
For the Service pack the DragDrop should have improved even more, adding a DropPosition property to the TreeView item and making several methods public for better customization. But of course it would be no good if it is not working as before. Can you please give more details about the scenario you are using it in?
Kind regards,
