Not answered toolbartray in usercontrol

    When i put an toobartray into an usercontrol i get an error in the visual studio designer

    using build 823

    "System.Windows.Markup.XamlParseException"

    see error below

    runttime works fine
    blend also looks fine

    what am i doing wrong
