Yes, Telerik Report Server supports re-branding. It can be set up easily in the management app Settings. You can change the color schema of the web app and embed your own brand. This will affect the Standalone Report Designer as well.

Client Access Licenses (CALs) give authorized access to the Telerik Report Server instance. Authorized access, either by providing username and password or using a single sign-on, is required for the following activities that exercise the Report Server:
Unauthorized access to the Report Server is only allowed when previewing or exporting reports accessible by the Guest account either by using a report URL or an embedded report viewer control.
Administrators assign the available CALs by adding users on the Report Server with appropriate roles and permissions.
What is the Guest account?
The Guest account is an impersonated user account that allows unauthorized access to the Report Server. The sole purpose of the Guest account is to enable previewing and exporting particular report documents rendered on the server either by using a report URL or an embedded report viewer control.
The target reports must be accessible from the Guest account.
An administrator should enable the Guest user on the server. The Guest account is not considered a CAL.
