The control panel indicates that it wants to download 526MB. On our network that would take less than 2 minutes.
it has been sitting at "Downloading Progress Telerick UI for ASP.NET MVG R3 2021 SP2" for about an hour now. I even restarted the update once and get to the same point and sat there.
Is there a problem of some kind?

From your original post and from the additional comment it looks like there are two different problems:
FIPS mode enabled
If the download progress stops, this most probably indicates that the FIPS mode is enabled on your Windows. If that is the case, please, disable it and give it another try. The FIPS mode is not recommended anymore.
MD5 hash mismatch
You will receive Product download failed error dialog with MD5 hash mismatch information when somehow the downloaded MSI file (which is the actual installation package) gets corrupted or is missing. This can be caused by antivirus software, firewall or another software that can control the network downloading process.
To work around both the problems, you can download the MSI installation packages from your downloads page. Each product has an individual MSI file. It provides a wizard that can be used to install, upgrade, modify, or remove the product.
