Hi Narendra,
It seems you are using a custom skin. I would advise trying one of the built-in to see if the issue is global or it comes from the custom skin. I then suggest you follow this article to see if some CSS from the page is breaking the RadWindow appearance: http://www.telerik.com/help/aspnet-ajax/window-troubleshooting-distorted-appearance.html. You should also check this blog to see if you have hit IE's stylesheet limit: http://blogs.telerik.com/aspnet-ajax/posts/10-05-03/internet-explorer-css-limits.aspx.
