With reference to this forum thread RadOrgChart doesn't support multiparent feature.

Hello ,
You can also check the RadDiagram control, which is currently in Beta: http://demos.telerik.com/aspnet-ajax/diagram/examples/overview/defaultcs.aspx. It should allow you to create the shapes and connections from the configuration that is shown in the attached screenshot.
If you choose the diagram control for your implementation, I would also suggest checking the following demo, because it will help you set the right layout for the diagram (the one in the screenshot uses Tree Up layout): http://demos.telerik.com/aspnet-ajax/diagram/examples/layouts/defaultcs.aspx
