Is there a way to set a background image for the diagram so that it will resize with the pan/zoom features? Or is there a way to place an image shape at the bottom layer?

Hello Aaron,
You can insert a Group element containing an Image element in the Diagram main layer to serve as a background. However, this element will zoom and pan together with the rest of the Diagram content, so white spaces will appear at some zoom point and pan position. You can see what I mean here:
