HOW-TO: Use RadToolTip as a rating button

This article shows how to use the RadToolTip as a rating button - the scenario is not specific and demonstrates the standard functionality. However, it turned out that this scenario is interesting for our customers and that is why when we decided to remove the Rating Button demo from the RadToolTip's QSF we created this article. The source code of the demo project can be found in the attachment.
