PROBLEM
The error message: Could not load type 'Telerik.WebControls.Dialogs.Dialog' appears when the RadControls folder is configured as a Virtual Directory with a web application. When the RadControls folder is a web application, the ascx files in it search the RadEditor.dll / RadSpell.dll assemblies in the bin folder, which does not exist, and that is why the .NET Framework throws this error.

SOLUTION
To avoid/fix this error: you should remove the web application from the Virtual RadControls Directory (IIS Manager -> Virtual Directory properties -> Virtual Directory tab -> Remove button).
