Yes, RadPanelBar supports Unicode characters and non-latin languages.
If use a xml file to populate the panelbar, you need to set the proper character encoding at the top of the page. For most European languages, you have to use encoding="ISO-8859-1" at the top of the xml file, i.e. <?xml version="1.0" encoding="ISO-8859-1"?>

If you are defining the panelbar structure programatically, please set the appropriate charset for your language in the header of your ASPX page, e.g. <meta http-equiv="Content-Type" content="text/html; charset=windows-XXXX">
