  Telerik Silverlight TimePicker can be fully customized using Expression Blend. There are also several pre-defined themes that can be used to style the timepicker control.   With Telerik Silverlight TimePicker, you can simply enter numeric values in the input area of the control. These values will automatically be converted to an actual time. This feature can significantly improve the usability of the control.
