When using the WrapLayoutDefinition, Incremental Loading appears to be ignored and all items are loaded before any scrolling occurs. I was able to reproduce this behavior in the sample application by just setting the LayoutDefinition to a WrapLayout in the LoadOnDemand example.

Indeed I was able to reproduce this behavior, the RadListView loads significantly more items than needed. We will address this issue for our next release.
