Windows Phone 8 no toolbox items

I have a brand new install of windows 8 pro with a brand new install of visual studio 2012 and the latest version of all the Telerik tools.

When I create a new C# RadControls Windows Phone Application all the assembly references are added but there is nothing for Telerik in the toolbox.

I have tried configuring the project, the upgrade wizard and nothing helps.  When I go to choose toolbox items I can see all the Telerik.Windows Controls that point to binaries path for the Windows Phone 8 controls but none are selected. I have attached a screen shot.

I have used the Telerik control panel to do a repair and have created several new test projects and I can never get any of the controls to show up in the toolbox.

Any help would be appreciated.

Also when I try to add them manually by selecting them in the toolbox item selection dialog I get a message after I hit ok that says they were all added but are not enabled in the active designer.

I have attached another screen shot showing that.
