RadControls for Windows Phone 7 are designed to work on the Windows Phone 7 platform which is based on Microsoft Silverlight. That said, you cannot use the controls in .NET Compact Framework environment since the approach here is different and is not compatible with the previous versions of the .NET Framework for mobile devices.
