Hi,
when I set the "CalendarWeekRule" Property to "CalendarWeekRule.FirstFourDayWeek", then the first week of the year 2009 does not get the Weeknumber "1", but it gets "53", what is wrong. The 2nd week in 2009 gets weeknumber 2, which is correct. Nevertheless 2008 does not have 53 weeks with FirstFourDayWeek rule applied, but it only has 52 weeks. Same problem is with first week in 2013.
Is there a workaround or fix to this bug?

Thank you for contacting us.

This is because that is the default count of the weeks. Actually the first week of 2010 contains just three days - 1st, 2nd and 3rd January.
As a work-around I can suggest you refer to this forum post.
