In general, Services Wizard disables the generation of Web API services for entities, which have either a composite primary key or no primary key at all. You can check the details about step 4 in the How to: Expose OpenAccessContext via ASP.NET Web API
In fact, based on the provided screenshot, my best guess is that the disabled entries are for classes with composite primary key. If this is indeed the case, this knowledge base article
will provide you with a step-by-step tutorial for resolving the situation.
