The Telerik User Settings VS Extensions and Telerik.CommonPackage shouldn't bother you. These VS packages are required by the Telerik Silverlight VSExtensions and are actually part of it.
As I said in my previous answer the Upgrade wizard is available only for Telerik enabled projects. Let me clarify what this means - one project is Telerik enabled if it has a reference to the main Telerik assembly. For Silverlight the main Telerik assembly (it is required by the other Telerik assemblies) is Telerik.Windows.Controls
. Thus if you want to launch the Upgrade Wizard you should add reference to the Telerik.Windows.Controls
assembly to your project.
