Hi John,
At the moment of writing this state is not supported by the RadListViewItem. When designing the component we decided to skip it since this particular state is not relevant to the mobile devices that run UWP.
You can log a feature in our feedback portal. Once done we will be able to monitor the demand of this state and implement it if it gets frequently requested.
