Using radeditor lite for web content management system

I was able to download and install this into my WSS 3.0.

I can add it as a web part.

What I cannot do is get this to work so it is the default editor for our annoucements , blogs and such using these instructions

I opened my default.aspx and default.master file and cannot find any instance of

PublishingWebControls:RichHtmlField   to replace the built in editor of MOSS
