In IE 11, if I placed my cursor after my paragraph and click the Bullet List option, it includes my paragraph in a bullet list also. You can try it yourself on the Telerik demo site.

Place your cursor after this paragraph, then click the Bullet List button. You will see the paragraph is part of the list.

RadEditor is not simply an HTML1 Editor. It is what Microsoft chose to use in MSDN, CodePlex, TechNet, MCMS and even as an alternative to the default editor in SharePoint. Whether you need a mere Textbox with Google-like spellchecker, or a Word-like content authoring environment, the result is the same: clean XHTML output, fast rendering, widest cross-browser support, and tons of features:
Anyone knows how to fix this?

    Hello Long,

Note that the logic of the bullet list is exactly as you described. When the cursor is placed in a paragraph, and the insert list command is invoked, the paragraph is transformed into a list item with a bullet.

Every rich text editor behaves such and this should be the expected behavior. You can examine this screencast.

I suggest also checking this help article, in which is mentioned about how the

    Hi Lanko,

I placed my cursor after my paragraph, NOT in a paragraph.

    Thanks,

    Hi Long,

    Thank you for getting back.

In the provided article is mentioned why this is encountered. In the RadEditor control the default NewLineMode is the BR. The <br/> element is a carriage return and you should note that using this to create new lines does not close the paragraph. This is why the whole block is inserted into one bullet point.

In MS Word same results will appear if the Shift+Enter is used for new line. Please review this screencasts to examine this behavior in MS Word and the same in RadEditor.

You can also examine this KB in which also possible solutions are provided. I recommend trying if changing the NewLineMode to P value fits your requirements.
