with IE10 and tried uploading a zero byte file. It works on Chrome, but in IE10, it just shows the progress animation indefinitely. Is this behavior (a) reproducible and/or (b) correct?

Hello Ross,
Sorry for the late answer. Our development team investigated the issue earlier last year and it turned out that it is not caused by a bug on our side. This is a browser issue in Internet Explorer 10+, which causes XHRs to stuck in pending state, when sending empty files. Other developers (for example on stackoverflow) are experiencing the same issue too.
As we could not do much at the moment, I would suggest you to post this as a bug report in Internet Explorer feedback program, which may speed up the fixing process.
