I cannot seem to reproduce the issue. Are you setting a theme for your application? Because the RadToolBar's background should be visible as well in the designer. (that article is in the case you are using noXAML assemblies).
In case that does not help, could you please provide more information about your project, the theme you are using and any other specifics, so we can replicate the issue.
