Hello Sanjeev,
In the attachment you can find the simple example, that I have used at my end for testing purpose. You can observe in it, the applied styles, so that the Text of the Tabs could be displayed over the ImageUrl.
Please note that the Skin that is used is SIlk, because this implementation cannot be currently achieved with the Default skin. The reason is that the Default skin uses a sprite image for its background and its Height cannot be managed, unless a new, custom sprite image is used.
However, in a few days we will release our Beta release - Q2 2015 Beta , where the Lightweight render mode for the RadTabStrip is implemented and the desired scenario will be achievable when the Default skin is used.
