Thank you for opening this thread.

Is this the first time you are getting this error? It seems that there was an issue while connecting to our product version service as the exception states the established connection was aborted.

As a suggestion, could you please follow these steps and allow the Telerik Control Panel through the Windows Firewall in order to reassure it is not causing the issue:
  1. Launch your system's Control Panel
  2. Click on the System and Security category
  3. Select Windows Firewall
  4. Click on the Allow an app or feature through Windows Firewall
  5. Click on the Allow another app... button
  6. Browse to the TelerikControlPanelSetup_2014_3_1118.exe location and select it
  7. Add it to the list

Meanwhile, you can download the latest Telerik products and related resources through your Telerik account.

this did not work I also have the same issue this just started the error is on your side it says that it can not create an SSL/TLS connection to www.telerik.com

Thank you for your post.

Unfortunately, we have not encountered such an error until today. Therefore we need some time investigating the case in details.

Meanwhile, could you please confirm that you can successfully access your Telerik account using a browser?

Another suggestion is to use this Microsoft tool and re-sync the Trusted Root Certificate Trust List of your system. After the tool is done please try to launch the Telerik Control Panel again.

Hello guys,

Currently we are working on investigating and fixing this issue as it occurred recently and we are still not aware of what causes it. We will contact you as soon as we have more details on this.

Meanwhile, as a workaround of downloading our products I would suggest to use the offline installers, which could be found under your Telerik account. Please follow these steps:
  1. Login into you Telerik account
  2. Click on Products & Subscriptions menu
  3. Choose the desired product or product collection
  4. Click on the Download Installer and other resources button on the right side of the page
  5. Open the Browse all product files link
  6. Download the Automatic installation (.msi) file

I am also having the same issue, and I also noticed that I am unable to create a secure connection to telerik using IE to connect to my Telerik account. I have no problems with other browsers. I tried on a few different computers with the same result.

Hi guys,

We are still working on fixing this issue.

In this regard, could you please export and send us the local registry tree at [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL] – we would like to take a look and verify there is no SChannel configuration blocking you from establishing a SSL connection to our website. Both Internet Explorer and any .NET applications (including our Telerik Control Panel) are affected by it and a change there may be preventing you from properly using our products.

The reason why other browsers, such as Chrome and Firefox, manage to successfully establish a connection, is that most of them actually use their own SSL/TLS implementations and have their own configurations for ciphers used, etc.

We really appreciate your cooperation.

It looks like my website issue with IE was due to the fact that RC4 and the cipher suite "TLS_RSA_WITH_RC4_128_SHA" was disabled on my system, and apparently the telerik.com website will only use this cipher suite. I am guessing the problem with the Telerik Control Panel program's connectivity revolves around this as well.

I didn't see your update prior to my last post... As stated in my update, my problem with the website was RC4. Re-enabling "RC4 128/128" and  "TLS_RSA_WITH_RC4_128_SHA" allowed me to regain connectivity to the website with IE, but had no affect on the Telerik control panel's connectivity.

As far as my Registry settings for SCHANNEL,
Ciphers enabled are:
    Triple DES 168, AES 128/128 and AES 256/256. All other Ciphers are disabled.
Hashes Enabled are:
     MD5, SHA, SHA256, SHA384 and SHA512.
Key Exchanges enabled are:
     Diffie-Hellman, PKCS and ECDH.
Protocols enabled are:
     Server: TLS 1.1 and TLS 1.2
     Client: TLS 1.0, TLS 1.1 and TLS 1.2
     All other protocols are disabled.

Could you please export the registry tree and send us the file? These steps will help you to do that:
  1. Press Windows Key + R
  2. Type regedit and click OK
  3. Navigate to the [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL] key
  4. Right-click on the key and then click on Export
  5. Choose where to save the generated file
  6. Send it to us with your next response

Could you please enable the RC40128 cipher in order to try to open our web site correctly. This should also fix the Telerik Control Panel connectivity issue. Please find attached the registry fix we have created in order to solve the issue.

Best practices says that RC4 should be disabled. Regardless, this only affects the website and has no affect on the control panel issue. Another developer who has RC4 enabled, attempted to use the Telerik control panel and has the same result as I do.

I'm getting the same error as everybody else here.  Never had trouble with Telerik Control Panel until a few weeks ago, now I can't get past this error.  Tried the solutions posted so far on this thread but none of them seemed to work.

Any additional ideas on how to solve this error?

Could you please share whether you have double checked with your system administrators that the SSL and TLS communication is enabled and no restrictions or policies have been recently applied that may block the connection?

I have no restrictions but it still will not work. the only thing is that due to a Security Risk with SSL SSL has been turned off and TLS turned on.  There is nothing we can do about this but all SSL sites work because they use TLS or SSL so TLS works.    I tested this on a site that has both SSL and TLS turned on and it still did not work.

I've been experiencing the issue for some time now (~1mo). I was able to survive, but am now unable to install additional components that I had not previously installed. 
My org's policy is no SSL 2 and no RC4 and it is highly unlikely that this would be waived. 
How high a priority is this? Any expectation on a time frame to address this? Can your installer pick up changes to for explicit client system.serviceModel bindings?

Hi Ventsi,

I don't have a sysadmin - I am trying to install these products on my home laptop on my home wifi network.  I have Windows Firewall turned off and tried running the fixes suggested above in this thread, so there's really nothing in the way, this should definitely work!  However, I'm still getting these errors.

It sounds like the security scheme you guys are using (SSL2 and RC4) isn't the best... any reason why you don't use something better in TCP?  Could this be changed easily in the TCP code?  I don't know if that would solve the problem for me, but sounds like it would at least solve this for other people.

I can't think of anything major that has changed in my system environment that would cause TCP to break.  Has something in TCP changed recently, like in the past couple months?  Did the security/connection settings in TCP change from what they were in a previous version?

Is there any kind of debug build of TCP you could share with us that would allow us to provide you more detailed error messages, so we can better help you guys solve this problem?  Or any other ideas on how we could continue troubleshooting?

Thank you for all the suggestions and details you shared and for your willingness to help resolving this issue. We really appreciate it.

Fortunately, we have identified the cause for this behavior and we have a planned maintenance on our servers for the end of this week that will fix the issue. If everything goes smoothly the Telerik Control Panel will be working as expected at the beginning of next week.

As this is security sensitive information, we are not allowed to share any details but we will inform you once the maintenance is done and the issue is fixed.

Please let me know in case further questions arise.

Let me know if you have a test download that points to test deployment server. If you want early feedback, I can download and run to ensure it's able to communicate with the target configuration from my execution environment.

Can you please post here when the change has been made on the server side of things, so that we know when to try TCP again?  Looking forward to hearing from you next week when things are hopefully back to working - thanks again!

Yep it is working for me as well! I wish I would have seen this thread earlier. On our end we did our own research and we believe that the following KB is what broke it on our workstations.

When we remove the kb the Telerik control panel started working again. I was just about to contact you all with this information to ask you all to upgrade your ciphers. ;-)

This particular KB broke other connections to some of our other vendors. Happy to hear that Telerik stepped up and fixed the issue. :-)
