    This dll is very huge 529 megs.
    If you need just a bit inside it your application takes a long time to load I would recommend to fragment this dll in small pieces.

    Is this open source, it can be used any where in my project. To use these .dll is there any cost is involved?

    The UI for Silverlight controls are not open source. You can check the support plans currently available here.
