In a previous forum post here it was stated that "We are planning to release the final version with Q3 2009 suite in mid November." Is this still correct? The Style Builder does not seem any different and is still missing controls and the new skin.

Hello Adam,
The style builder will be updated in the end of next week. It will not be final (there are several bugs to fix), but it will feature the new controls & the sitefinity skin.

Sounds good. In a related note, is there anything we need to keep in mind for custom skins we have made in the style builder after a new controls release? Meaning will there be changes to images or styles in new control releases that will make our custom skins not render properly? Or if we use the "Import and Edit Skin" feature, will this fix any differences that might have been introduced?

Hello Adam,
We always try to keep the breaking changes (if any) to a minimum. Unfortunately, the style builder is not that advanced, so it doesn't have a "migration" feature - if anything breaks, we're always ready to fix your styles - just send a support ticket with your skin.
