Pretty sure it's just something custom (since it uses the RadEditor)
However rumor is they're building the 4.0 forums module based on it
if you're looking at 3.7, try the CTForums from the marketplace, lightyears ahead of the built-in module, however will take some styling overhauls to get it to match your site.
