how can I set shortcuts to the Ribbonbar Menu?

In the meantime I found a article which termed a ShortCut component.
Where can I find this component?

When you look at the bottom of this article, you can see some descriptions about a Shortcut component.

"Drag the Shortcuts component from the toolbox onto the form. Because it is a component, it will land on the component tray below the design surface of the form"

Thank you for pointing this out. I will make sure that the deprecated Shortcut component is no longer mentioned in this article.

RadShortcut is still mentioned there, without a replacement. Key tips are not a replacement, but just a different way to use the ribbon bar without a mouse. Both ways should exist, Ctrl+L for left alignment, and whatever key tips automatically give as a key combination to navigate to left alignment button in the ribbon bar.

Key tips allow the user to easily discover the keyboard shortcuts for any item of RadRibbonBar control. To display the valid key tips at any time, press and release the Alt key.

As to the shortcuts, I would recommend you to have a look at the following help article which demonstrates how you can assign global shortcuts: https://docs.telerik.com/devtools/winforms/controls/shortcuts/assigning-global-radshortcuts Thus, you have full control to execute the desired action when pressing a specific keys combination.
