Thank you for contacting us! Currently, there is not such event exposed. I have added this as feature request in our feedback portal where you can vote for it and track its progress - http://feedback.telerik.com/Project/167/Feedback/Details/185832-radlistview-expose-viewchanged-event
I have also update your telerik points accordingly.
Currently, you can track this event by finding the nested ScrollViewer element inside the ListView and attaching to its ViewChanged event.
