I can script a deploy of a db project in code using MSbuild, but I need to run a deploy before some tests (silverlight) are started. How can I reliably ensure that the deployment is completed before running the test?

I am sorry but that is beyond the scope of Test Studio support. That's really a question for the Microsoft team since you're dealing with an MSBuild script and us unrelated to Test Studio.
