Record Next Step doesn't do anything

What exactly is supposed to happen when you right click a test step and click any option under Record Next Step?  When I click them nothing happens....

Hello Michael Paterson,

You can use this options if you need to add a new step into the middle of an existing test. Note: your Internet Explorer have to be in recording mode. We have documented this here.

Gotcha.  Didn't realize that the browser had to be in recording mode....

I am using WPF, I want to record a step after a certain step but when I right click and choose record from here it does not work

Hello,

Let me clarify this for you. Record next step option is working when you have the recorder attached, and you would like to add steps somewhere in between your existing test steps. Refer to this short video to see how this is working.
If you do not have the recorder attached to your wpf application and you would like to start recording after particular step you should use the option Run To Here option, this will execute your test up to the selected step and will attach the recorder afterwards so you can continue recording. Most probably this is the functionality you are looking for. Here is a short demonstration.
